When buying or selling a property in Portugal, there are certain documents that are required in order for the agent to list the property legally and for a buyer to purchase legally.
Below we have listed those documents and how to obtain them, along with the most common process for purchasing property in Portugal.
From the owner of the property:
Citizen Card or Passport
(The person with the name in the Caderneta Predial, and their spouse or ex-spouse if the marriage regime specifies that it is common property) If the owner of the property is a company, the company’s Commercial Registration Certificate and Citizen Card or Passport of the partners.
“Caderneta Predial” Urban Building Booklet
This is also known as the Matrix Certificate and shows all the tax information of the property.

Its validity period is six months.
Land Registry

Its validity period is six months.
Energetic certificate
You cannot sign a CPCV or sell a property without it. If you have a CE but can’t find it, you can search for it here:https://www.sce.pt/pesquisa-certificados/ Or we can do it for you if you’re having trouble finding it online .
If you do not have a valid CE, it takes 2-3 weeks to hire an agent to carry out the inspection and have ADENE issue the CE. It usually costs between 150-350 euros depending on the size of the property.
Use License
License of Use, also known as Habitability License.
Construction License Permit in case the property is still under construction.
Entity issuing: City Council
Deed
Photocopy of the previous deed.
Entity issuing: Notarial Office where the deed took place.
Plans
Property plan – including, if applicable, storerooms, garages or outbuildings.
Location plan.
Entity issuing: Construction company; Town hall.
“Ficha Tecnico de Habitacao” Housing Data Sheet
FTH is required for buildings that have been built or that have undergone reconstruction, expansion or alteration works after March 30, 2004, the date of entry into force of Decree-Law No. 68/2004, of 25 March.
FTH is not required in the following cases:
a) Buildings built before the entry into force of the General Regulation for Urban Buildings, approved by Decree-Law No. 38382, of 7 August 1951;
b) Buildings built after the date referred to in subparagraph a), provided that, on March 30, 2004, they had obtained the license for use or the respective issue had been requested.” Under the terms of the law of this Institute, the General Directorate do Consumidor and the National Laboratory of Civil Engineering (LNEC), must make the FTH model available.
From the buyer:
Citizen Card or Passport

Bank Account in Portugal
In all cases, once an offer is made and accepted, a CPCV (Promise of selling and buying document) is drafted for approval. This can be written and reviewed by both sides lawyers, written by an agent and reviewed by lawyers, or written by an agent and agreed upon by both parties outside of lawyers. However, it is important at the minimum to involve a notary for the signing of the CPCV as without it the document is not legally enforceable in Portugal. The “escritura” will require all the same documents as above in addition to the CPCV and the guides to pay the taxes for the purchase of the property. This process is done by a notary and requires all involved present.
